New criminal justice laws crack down on gangs and where mental health evaluations are conducted

Democratic Governor Josh Stein signed four Republican-backed bills into law on Monday, bringing changes to mental health protocols, gang-related crime penalties, local parking rules, and state agency operations.

The most significant measures focus on criminal justice. One new law increases penalties for gang-related criminal activity, aiming to disrupt organized crime networks that have been linked to rising violence in several counties. Law enforcement officials have pushed for stricter sentencing, arguing that current penalties do not deter gang recruitment or retaliation.

Another bill changes where mental health evaluations can be conducted. The law restricts the use of emergency rooms and jail facilities for certain evaluations, directing that they be performed in designated mental health centers or outpatient clinics. Supporters say this will reduce strain on hospital staff and improve care for individuals in crisis, while critics worry about access in rural areas with fewer mental health resources.

The remaining legislation addresses local parking requirements, allowing municipalities more flexibility to adjust minimum parking spaces for new developments, and makes technical updates to how state agencies handle administrative records and reporting.

Stein, a Democrat, did not veto any of the bills, signaling a willingness to work with the Republican-controlled General Assembly on public safety and government efficiency. The laws take effect later this year.
