Voters in the three towns that make up the Eastern Franklin County Health District will head to their respective Town Meetings this spring to decide whether the district should be formally dissolved. The question will appear on warrants in Erving, Northfield, and Shutesbury after the district's board of health voted to move forward with the dissolution process.
The district, which was formed in 2017 to share public health services and staff across the three rural communities, has faced growing financial and administrative pressures in recent years. Officials say the arrangement no longer provides the efficiency it once did, with rising costs and difficulty retaining a full-time health director cited as key factors.
If all three towns approve the dissolution, the district would be officially wound down, and each community would return to managing its own public health operations. That would likely mean hiring or contracting for local health agents, updating local boards of health, and reworking budgets for the next fiscal year.
Supporters of the move argue that local control will give each town more flexibility and clearer accountability. Opponents, however, have warned that going it alone could lead to higher per-town costs and a loss of shared expertise, especially in areas like septic system reviews and food safety inspections.
The votes are expected to take place over the next several weeks, with each town's Town Meeting serving as the final decision point. If any one town rejects the measure, the district would remain in place for now, though officials say further discussions would likely follow.
