Moratorium won’t impact existing home health, hospice services in Maine, advocates say

A new six-month moratorium on the creation of home health and hospice agencies will not disrupt care for current patients in Maine, according to state advocates. The Trump administration imposed the pause last week, citing widespread "waste, fraud and abuse" within Medicare and Medicaid programs. The freeze targets the enrollment of new providers in an effort to curb improper billing and questionable practices that have drained federal healthcare dollars.

However, officials from the Maine Health Care Association and the Home Care and Hospice Alliance of Maine stressed that the moratorium applies only to new agencies seeking to enter the market. Existing providers will continue to operate normally, and patients currently receiving services will see no interruption in their care. "This is about stopping bad actors from setting up shop, not about punishing the people who rely on these services every day," one advocate explained.

The decision comes after a federal audit revealed that some agencies had billed for services never rendered or for patients who were no longer eligible. While the moratorium is nationwide, Maine's relatively small and tightly regulated home health sector is unlikely to see a surge in fraud. Advocates noted that the state already has rigorous oversight, and they expect the pause to have little practical effect on local operations. The administration will review the impact of the moratorium before deciding whether to extend it.
